N.C. Department of Transportation on Friday will reopen a portion of N.C. Highway 12 on Ocracoke Island that was damaged during Hurricane Florence. Also on Friday, the Hatteras-Ocracoke ferry route will resume service beginning at 4:30 a.m., and will run a full fall schedule.
